NORDIC BALTIC YOUTH SUMMIT 2025 

POLICY RECOMMENDATIONS

The 200 participants of the Summit formed 10 policy recommendations that were addressed to the Nordic and Baltic governments and the Nordic Council of Ministers.

Increasing Employment
In order to increase youth employment, we recommend that the Nordic–Baltic governments lead by example by making all public-sector internships paid and high-quality, setting a clear standard for other sectors to follow.

Mental Health in Working Life
In order to relieve the mental health crisis in the work field, we recommend that the Nordic and Baltic governments support the adoption of a four-day working week.

Education and Mobility
In order to encourage cross-border education and employment, we recommend that the Nordic Council of Ministers reaffirms and expands the Reykjavik Declaration to the Baltic states and the Nordic autonomous regions.

Social Transition
‍In order to ensure universal access to environmentally friendly transport, we recommend that the Nordic and Baltic governments create and coordinate affordable green transport corridors, giving every citizen access to green ways for commuting, independent of where they live.

Entrepreneurship
In order to inspire young Indigenous people to return home and build new businesses, we recommend that the Nordic Council of Ministers establish a yearly conference where young Indigenous entrepreneurs from across the Nordic and Baltic regions can meet, share knowledge, and strengthen opportunities for creating companies.

Circular Economy
In order to allow circular, truly sustainable businesses to succeed, we recommend that the Nordic and Baltic governments cut taxes for businesses that adhere to the principles of circular economy.

Corporate Sustainability
In order to become the leading region in sustainability we recommend the Nordic and Baltic governments implement collective regulations to address greenwashing, promote credible and verifiable sustainability practices among corporations, and assessment of their supply chain impact, based on EU proposals that have been stalled or watered down (GCD, CSRD and CSDDD). You already have the foundation to become the frontrunners you want to be.

Artificial Intelligence
In order to combat the large spread of misinformation through AI, we recommend that the Nordic-Baltic countries establish a media literacy fund within two years. The fund would support school curricula updates, teacher training, & literacy hubs, for instance by dedicating a week of school to AI-misinformation.

Local Participation
In order to engage local participation, we recommend that the Nordic and Baltic governments ensure that the local government have a long term and stable funding pot for local projects, that both individuals and organizations can apply for, to strengthen the local community.  

Global Participation
We recommend that the Nordic and Baltic governments mandate that every official international delegation include a youth representative, democratically selected by their National Youth Council to ensure independence and legitimacy.

VISION 2030 AND NORDIC COUNCIL OF MINISTERS

This project directly contributes to the Nordic Council of Ministers Vision 2030, which aspires to create the world's greenest, most competitive, and socially inclusive region.

Achieving this vision and following the strategy requires increased trust between generations and remembering that children and young people are important here and now. This way, creating a more socially inclusive and competitive region. 

The Nordic Council of Ministers action plan emphasizes that an equal society is based on equal rights and opportunities for everyone, regardless of gender, ethnicity, religion, disability, age, or other differences. Equality is a prerequisite for inclusive transformation in society. This event from the beginning is being developed by diverse group of youth with the aim of leaving no one behind.

Furthermore, the Nordic Council of Ministers strategy for children and young people 2016 – 2024 highlights that "the Nordic region should be the best place in the world for children and young people", ensuring their well-being and development. This project supports this goal by giving young people a platform of the summit, to discuss, share knowledge and strengthen the Nordic Baltic Youth cooperation.Additionally, project aligns with the upcoming Swedish Presidency of the Nordic Council of Ministers program for 2024.

OUR GOALS

  • Increased youth awareness and engagement in sustainability and green transition policies. Encouraging a culture of debate will strengthen the foundation for collaboration between Nordic and Baltic countries, providing a platform for joint discussions on mutually significant youth-related issues.

  • Policy recommendations for Nordic-Baltic governments and international organisations on summit themes; green transition and youth employment. Foster an open and inclusive culture in the Nordic Baltic region for youth, drawing attention to priority areas for young people in our region.

  • Strengthened collaboration between Nordic and Baltic youth. They will actively participate in deciding on project activities, acquiring new knowledge and skills, and gaining empowerment. Young people's voices will be heard among decision-makers, as they are the main stakeholders and co-creators of the event.

  • A strengthened network of young leaders advocating for a sustainable and competitive Nordic region. The summit aims to foster unity by facilitating discussions among Nordic and Baltic youth alongside experts on shared areas of interest.
